NOTICE OF RACE

1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
1.2 No national prescriptions will apply.
1.3 The Equipment Rules of Sailing and Optimist class rules will apply.
1.4 In addition to the RRS 61.1(a) a boat that protests shall approach the race committee boat on finish by its starboard side IMIDIATELY after finishing the race and inform the race committee about their protest and against whom the protest will be lodged. The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules.
1.5 If there is a conflict between languages the English text will prevail.
2 ADVERTISING
2.1 Boats may be required to display advertising chosen and supplied by the organizing authority.
3 ELIGIBILITY AND ENTRY
3.1 The regatta is open to all boats of the Optimist class.
3.2 All competitors shall comply with ISAF Eligibility Code and must be registered in their national authority for 2022.
3.3 Eligible boats may enter by completing the form available on https://www.seeooc.rs/entry/ and sending it by April 25th 2022.
3.4 Late entries will be accepted with double entry fee.
4 FEES
4.1 Entry fee is 15 EUR and can be paid on registration.
5 SCHEDULE
5.1 Registration:
May 5 2022 from 12:00 to 19:00
May 6 2022 from 08:00 to 10:00
5.2 Dates of racing:
May 6 racing
May 7 racing
May 8 racing
5.3 9 races are scheduled.
5.4 There will be no more than 4 races per day.
5.5 The scheduled time of the warning signal for the first race on May 6th is 12:25. Time of warning signal for second and third day will be posted on official notice board.
5.6 If the number of competitors will be more than 90, the fleet will be divided in groups.
6 MEASUREMENTS
6.1 Each boat or equipment mast have a valid measurement certificate and may be inspected at any time for compliance with the rules.
6.2 On the water, a boat can be instructed by a member of the race committee or the technical committee to proceed immediately to a designated area for inspection.
7 SAILING INSTRUCTIONS
7.1 The sailing instructions will be available at registration.
8 VENUE AND ORGANIZERS
8.1 Racing area will be on Lake Palić.
8.2. Organizers: Sailing Club Palić, Serbian Sailing Association, Vojvodina Sailing Association
9 THE COURSES
9.1 The courses to be sailed will be described in Sailing Instructions.
10 PENALTY SYSTEM
10.1 Appendix P will apply.
10.2 10.2 Decisions of the international jury will be final according to R.R.S. rule 70.5.
10.3 The notation ‘[DP]’ in a rule means that the penalty for a breach of the rule may be less than disqualification, at the discretion of the International Jury.
11 SCORING
11.1 Low Point System of Appendix A will apply.
11.2 3 races are required to be completed to constitute a series.
11.3 (a) When fewer than 4 races have been completed, a boat’s series score will be the total of their race scores.
(b) When from 4 to 7 races have been completed, a boat’s series score will be the total of her race scores excluding their worst score.
(c) When 8 or more races have been completed, a boat’s series score will be the total of her race scores excluding their two worst scores.
12 SUPPORT BOATS
12.1 Support boats shall be marked with national letters and registered at race office. [DP]
13 BOAT PARKING
13.1 Boats shall be kept in their assigned places while they are in the boat park. [DP]
14 RADIO COMMUNICATION
14.1 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP]
15 PRIZES
Prizes will be given as follows:
15.1 South East European Open Optimist Cup:
– First three competitors overall
– First three girl competitors
– First three boy competitors
– First three boys up to 12 years old (born on 2010 or later)
– First three girls up to 12 years old (born on 2010 or later)
15.2 The Zoltan Nemeth Trophy will be awarded to the winner of the first race in the regatta.
15.3 The Đorđe Ristić Trophy will be awarded to the team with the lowest total point score. Each team will consist of four best boats from the same club or country.

17 MEDIA RIGHTS

17.1 All competitors, owners of boats and their guests allow the organizing authorities all rights for photos, videos of persons and boats before, during and after regatta in media inclusive publicity & press materials for all Organizers activities.
18 DISCLAIMER OF LIABILITY
18.1 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

RASPIS ZA REGATU

1 PRAVILA
1.1 Regata će se održati prema pravilima kako su definisana u Regatnim Pravilima.
1.2 Neće se primenjivati nacionalni propisi.
1.3 Primenjivaće se Pavila opremanja jedrilica i pravila klase Optimist.
1.4 Dodatno pravilu RRS 61.1(a) jedrilica koja protestuje prići će ODMAH pošto uđe u cilj desnom boku broda Regatnog odbora na cilju, obavestiti Regatni odbor da ulaže protest i navešće jedrilicu protiv koje protestuje. Ova promena biće u potpunosti navedena u Uputstvima za jedrenje. Uputstvima za jedrenje mogu biti promenjena i druga pravila.
1.5 U slučaju nesaglasnosti, prevladava tekst na engleskom jeziku.
2 REKLAMIRANJE
2.1 Na zahtev organizatora regate, jedrilice će nositi reklamu koju izabere i obezbedi organizator.
3 PRAVO NASTUPA I PRIJAVA
3.1 Na regati mogu učestvovati sve jedrilice klase Optimist.
3.2 Svi takmičari će zadovoljiti Workd Sailing Kodeks prava nastupa i biće registrovani kod nacionalnog saveza za 2022. godinu.
3.3 Jedrilice se mogu prijaviti popunjavanjem obrasca dostupnom na https://www.seeooc.rs/entry/
3.4 Naknadne prijave će se prihvatiti uz dvostruki iznos startnine.
4 STARTNINA
4.1 Startninu u iznosu od 300 din takmičari će platiti u kancelariji regate prilikom registracije.
5 PROGRAM
5.1 Dolazak i registracija:

6. maj 2022. od 8:00 do 10:00
5.2 Dani regate
6. maj 2022. trke
7. maj 2022. trke
8. maj 2022. trke
5.3 Predviđeno je da se održi 9 trka.
5.4 Neće biti više od četiri trke u jednom danu.
5.5 Predviđeno vreme za upozoravajući signal prve 6. maja je u 12:25. Vreme za upozoravajući signal prve trke za drugi i treći dan regate biće objavljeno na službenoj oglasnoj tabli.
5.6 Ako je broj prijavljenih veći od 90, flota će biti podijeljena u grupe.
6 PREMERAVANJE
6.1 Jedrilice ili oprema mogu biti pregledani u bilo koje vreme da bi se utvrdilo da li zadovoljavaju pravila.
6.2 Na vodi, član regatnog odbora ili tehničkog odbora može naložiti jedrilici da odmah produži u određeno područje radi provere.
7 UPUTSTVA ZA JEDRENJE
7.1 Uputstva za jedrenje biće dostupna prilikom registracije.
8 MESTO ODRŽAVANJA I ORGANIZATOR
8.1 Regatno polje će biti na jezeru Palić.
8.2 Organizator: Jedriličarski Klub Palić, Jedriličarski Savez Srbije, Jedriličarski Savez Vojvodine
9 KURSEVI
9.1 Regatni kursevi će biti objavljeni u Uputstvima za jedrenje.
10 SISTEM KAZNI
10.1 Primenjivaće se prilog P Regatnih pravila.
10.2 Odluke Međunarodnog žirija će biti konačne, kao što je predviđeno pravilom 70.5.
10.3 Oznaka „[DP]“ u pravilu zanči da kazna za prekršaj pravila može biti manja od diskvalifikacije, ako Međunarodni žiri tako odluči.
11 BODOVANJE
11.1 Primenjivaće se Low Point Sistem Priloga A Regatnih pravila.
11.2 Tri trke moraju biti završene za valjanost serije.
11.3 (a) Ako se završi manje od 4 trke, bodovi jedrilice biće ukupan zbir njenih bodova u trkama.
(b) Ako se završi od 4 do 7 trka, bodovi jedrilice biće ukupan zbir njenih bodova u trkama odbacujući njen najlošiji rezultat.
(c) Ako se završi 8 ili više trka, bodovi jedrilice biće ukupan zbir njenih bodova u trkama odbacujući njena dva najlošija rezultata.
12 PRATEĆI ČAMCI
12.1 Prateći čamci će nositi nacionalne oznake biće registrovani u kancelariji regate. [DP]
13 SMEŠTAJ JEDRILICA
13.1 Dok su na obali, jedrilice će biti smeštene u prostoru označenom za njih. [DP]
14 RADIO-KOMUNIKACIJA
14.1 Osim u slučaju opasnosti, jedrilica koja je u trci neće emitovati podatke ili glas ili primati podatke ili glasovnu kominikaciju koja nije dostupna svim jedrilicama. [DP]
15 NAGRADE
Biće nagrađeni sledeći takmičari:
15.1 Otvoreni Kup Jugoistočne Evrope zaklasu optimist
-Prva tri takmičara u ukupnom plasmanu.
-Prve tri devojčice.
-Prva tri dečaka.
-Prva tri dečaka do 12 godina starosti (rođeni 2010. ili kasnije).
-Prve tri devojčice do 12 godina starosti (rođene 2010. ili kasnije).
15.2 Prvoplasiranoj jedrilici iz prve trke regate dodeliće se Trofej Zoltan Nemet.
15.3 Trofej Đorđe Ristić će biti dodeljen timu sa najmanjim zbirom bodova. Svaki tim činiće četiri najbolje jedrilice iz istog kluba ili države.
16 IZNAJMLJIVANJE JEDRILICA

17 MEDIJSKA PRAVA
17.1 Svi takmičari, vlasnici čamaca i njihovi gosti ustupaju Organizatoru sva prava na fotografije, video zapise osoba i jedrilica pre, za vreme i posle regate za medijska predstavljanja i materijal za štampu za sve aktivnosti organizatora.
18 OSLOBOĐENJE OD ODGOVORNOSTI
18.1 Takmičari učestvuju u regati u potpunosti na sopstveni rizik i odgovornost. Vidi pravilo 4, Odluka o učešću u trci. Organizator ili bilo koja stranka uključena u organizaciju Kupa, neće prihvatiti bilo kakvu odgovornost za materijalne štete ili ozlede ili smrt u vezi ili pre, za vreme, ili nakon regate.
